Hoyt council prepays propane, ratifies tractor-pull beer-garden resolution and approves small community expenditures

The Hoyt City Council on Aug. 6 approved several routine motions including a prepaid propane purchase and the formal ratification of a resolution permitting beer gardens at a recent tractor-pull event.
Mayor Bob Bell called the meeting to order at 7:00 p.m. and the council first approved the minutes from its July 2 meeting. Council then approved a prepaid contract from Prairie Band Propane at $1.55 per gallon for 2,500 gallons after Leonard Allen presented the contract and Debbie Dreasher moved to prepay the amount; Larry Valdez seconded and the motion carried.
Separately, councilors ratified Resolution 2024-2 related to beer gardens at the tractor pull after Leonard Allen said the earlier vote approving the beer gardens had not been accompanied by the necessary resolution; Larry Valdez seconded the ratification and it passed.
The council also approved $500 for plant purchases at Jackson's Greenhouse to replace and add landscaping around the Hoyt sign on property owned by Felix DelToro. Joe Romans moved the appropriation, Larry Valdez seconded, and council members said DelToro must coordinate purchases with staff.
The clerk reported donations to the community building in memory of Verna Ramage from local individuals and institutions; Joe Romans said he would obtain cost estimates for a plaque recognizing donors.
The council took no formal vote on larger capital projects at the meeting and scheduled ordinance and budget-related items for further review next month.
