Zoning board continues variance hearing for 69 Caramel Drive, schedules site walk

The Zoning Board of Adjustment on Jan. 20 continued a public hearing on a variance application for 69 Caramel Drive after members asked for a site visit and a formal mitigation plan to address wetland-setback encroachment and runoff concerns. Chairman Chris Stafford made the motion to continue and the board voted 5-0.
Kevin Bilodeau of Suncoast Builders, LLC spoke for property owners Greg and Dianne Brown and described a proposal to remove a kitchen door and expand the kitchen with a roughly 14-by-14-foot addition that would encroach about 18 feet into the wetland buffer. Bilodeau said the roof pitch sheds water toward the driveway and that the house elevation to the water is at least 20 feet; he told the board he had not yet prepared a formal mitigation plan but planned to add gutters and downspouts.
Board members pressed for a concrete mitigation strategy. Walter Baird suggested installing a French drain in the driveway and a dry well along the edge; members also requested that the addition’s roof be tied into the existing roof to manage runoff. Member Dave Knight noted the house was built in 1992 and that setback requirements have changed since then. The board emphasized the value of input from Conservation and asked staff to arrange a site visit before the next hearing.
Chairman Chris Stafford moved to continue the hearing pending a site walk; Dave Knight seconded. The board set a site walk for Jan. 31 at 10:00 a.m. and scheduled the continuance of the variance hearing for Feb. 10 at 7:30 p.m. The motion carried, 5-0.
Next steps: the applicant (through Bilodeau) agreed to have an engineer prepare a mitigation plan for the board and Conservation to review; the board will review that plan at the continued hearing on Feb. 10.
