Proctor Selectboard signs $177,947.65 in orders, approves tax-map contract and hears WWTF update

Selectboard Chair Lisa Miser called the Town of Proctor Selectboard to order Feb. 24 in the Town Office Meeting Room and on Zoom. The board reviewed routine business, approved a tax-map maintenance contract and heard an update on wastewater treatment facility (WWTF) design and funding.
The board reviewed and signed Selectboard orders totaling $177,947.65. Albert Wenta moved to approve the agenda at the start of the meeting; Bruce Baccei seconded and the motion carried unanimously. Bruce Baccei moved to approve the Feb. 10, 2025 minutes; Linda Doty seconded and that motion was also unanimously approved.
Town Manager Judy Frazier described the tax-map maintenance service, noting the town is billed $1,400 quarterly and that the vendor charges an additional $20 for each property-record-card change; a concern was raised that the map is not searchable by phone. Bruce Baccei moved to approve and sign the tax-map contract; Albert Wenta seconded and the motion was unanimously approved.
The board temporarily adjourned the Selectboard at 6:18 p.m. to convene as the Board of Water Commissioners. The water board discussed delinquent accounts and a planned set of April shutoffs, debating how standing agreements and broken agreements affect shutoff decisions. The Town Manager will present the April 1 shut-off list at the board’s second March meeting.
At 6:43 p.m. the body convened as the Board of Sewer Commissioners. Judy Frazier reported on WWTF planning after meeting with engineering firm A&E: the ultraviolet portion of the design will be amended, a funding application is being prepared, buildings will be checked for asbestos, and a bid packet for sludge removal is being prepared. Frazier said the U.S. Department of Agriculture application cannot be submitted until the town records a positive bond vote, which is due April 15. The design is expected to be about 90% complete by August, and project completion is anticipated in 2026. A&E is scheduled to present an overview at the town meeting.
Departmental reports noted sheriff activity (2 tickets, 3 warnings, 0 arrests; fines $554.00). The Selectboard recorded that Town Meeting is set for Monday, March 3 at 7:00 p.m. at the Proctor High School Gym. Linda Doty moved to adjourn the meeting at 7:01 p.m.; Bruce Baccei seconded and the motion was unanimously approved.
Actions and next steps from the meeting include the Town Manager contacting local senators and the representative to invite them to a future Selectboard meeting, presenting the April 1 shut-off list at the next meeting, and A&E presenting the WWTF overview at Town Meeting.
