Board approves personnel moves, police MOU and electronic-signature contract; engineers get change order for water work

Under personnel the mayor (S1) read three items: police department CTO pay for three positions, and fire department actions including one resignation and two part-time hires. The board voted to approve the personnel items; the mayor noted on the record that Councilmember McGooey recused himself from one vote because of the part-time hires and returned afterward.
The board also approved an MOU with the Mississippi Cyber Unit and a contract with Cloud Gavel LLC for electronic signature software after motions and seconds; no substantive discussion was recorded. Engineering presented a change order for Bottom to Top Construction to continue Edmond Drive water improvements and the board approved that change order to allow the contractor to finish outstanding items before paving; a council member (S3) said the contractor plans to work through the weekend to resolve final issues.
The revenue report for December was deferred to the next agenda. The fire department reported an ongoing issue with a ladder truck awaiting an electronic throttle part; the chief indicated the part is being fabricated and the truck is out of service until installed.
