Early on the Committee moved several RS items to print: RS 33743 (student safety/educator disclosure), RS 33744 (legislative approval, encounter rate), RS 33721 (endowment land commercial leases), and RS 33660 (canvassing/signature gatherers). Motions to send those RS items to print carried by voice vote.
Senator Harris presented S 1391, a technical fix to preserve land surveyor functions by clarifying lawful entry and notice requirements; the Committee moved S 1391 to the floor with a do-pass recommendation by voice vote.
The Committee considered three gubernatorial reappointments. Jerry Aldape spoke of 10 years on the Idaho Endowment Fund Investment Board and flagged PERSI investment-market correlation as a continuing challenge; Charles "Skip" Smyser noted the Idaho Lottery Commission had returned $1.3 billion to Idaho public schools during his time; Nikeela Black-Abrams described her racing-industry background and her desire to support the sport's integrity on the Idaho State Racing Commission.
