North Plains council renews five-year WCCLS membership, adopts social media and staff-contact rules, and approves Public Works job posting

On May 4 the North Plains City Council voted unanimously to continue the city’s membership in the Washington County Cooperative Library Services (WCCLS) through a new five-year Intergovernmental Agreement. Library Director Robin Doughty said the final IGA draft was expected imminently and that only minor map inclusions and insurance language remained to be finalized. Mayor Aaron Dumbrow called a roll-call vote with all Councilors recorded in support.
Earlier in unfinished business City Attorney Emily Matasar recommended a brief amendment to the Council Rules—under councilor conduct—to clarify that individual council members do not have authority to solicit sensitive information from external government agencies unless specifically authorized; Council gave direction to staff to proceed with the amendment, while Councilor Mark De Forge said he was not fully aligned but would not block the change.
Council also considered a redlined update to the city’s social media policy. After discussion, members reached consensus to adopt the recommended updates to align posting decisions and content standards. Public Works Director Dustin Lueckenotte presented a proposed job description for a Public Works Operations Manager; Council gave consensus to post the position and directed recruitment to proceed.
The Council’s vote to renew WCCLS membership was recorded unanimously; no councilor opposed the measure. The Council will review the final IGA when minor map and insurance edits are complete and expects the recruitment for the Public Works position to proceed immediately.
