River Ridge CDD adopts FY2024/25 budget and approves special assessments

The River Ridge Community Development District Board of Supervisors adopted its fiscal year 2024/25 budget and approved a resolution imposing special assessments at a public hearing on Aug. 27, 2024.
District Manager Chuck Adams told the Board the budget included in the agenda was not correct and staff made scrivener edits, including a revised description for "Street sweeping." The Board opened the public hearing; no property owners spoke. "The Fiscal Year 2025 budget in the agenda is not correct," Adams said, and staff presented an amended budget for the Board's consideration.
On a motion by Supervisor Kurt Blumenthal, seconded by Supervisor Robert Twombly, Resolution 2024‑07, relating to the annual appropriations and adopting the budget for the fiscal year beginning Oct. 1, 2024 and ending Sept. 30, 2025, as amended, was adopted. The motion passed with all in favor.
Separately, District Counsel recommended opening the public hearing on the assessment roll for Resolution 2024‑08. No affected property owners spoke; the Board directed deletion of all references to "Exhibit B" throughout the resolution. On a motion by Blumenthal, seconded by Twombly, the Board adopted Resolution 2024‑08, making a determination of benefit and imposing special assessments for fiscal year 2024/2025, as amended.
The Board also discussed compliance tasks related to the budget and assessments, including required documentation and posting. The adopted budget covers the district's operating and capital needs for Oct. 1, 2024–Sept. 30, 2025. The Board did not receive any public comment opposing the measures during the hearings. The district manager and counsel noted that the documents will be updated to reflect the approved amendments and made part of the official record.
