Council directs consultant and staff to refine monthly finance reports; Merina to return with proposal

City Manager Bill Reid introduced Matt Apken of Merina & Associates, who said he could provide detail on contracted and legal services and suggested leveraging system-generated Springbrook reports and Tableau visualizations to avoid unnecessary costs. Councilors asked for report features including (1) a listing of professional and legal expenditures by topic, (2) identification of budget lines with variances greater than 10% and greater than $25,000, and (3) a listing of contracts signed during the fiscal year. Councilor Don Weber specifically requested current-month legal expenses compared with prior periods and a breakdown by matter if feasible. City Manager Reid said the city would coordinate with BEH to produce topic-level legal expense detail and that any additional scope involving BEH would be brought back to Council for a cost discussion. Mr. Apken said the enhancements discussed would not change the previously quoted cost and he expected to return with a finalized proposal at the May 4 meeting.
Council provided direction but did not adopt changes; next steps include a finalized Merina proposal and a cost estimate from BEH if topic-level legal reporting is pursued.
