North Plains council reappoints member, fills vacancy and amends Urban Renewal Agency sunset
Summary

The North Plains City Council approved three resolutions during the April 20 meeting.
Res. No. 2338 reappointed Lisa Fry to the Budget Committee for a four-year term through Dec. 31, 2030. Lisa Fry addressed the council and described her prior involvement with the Budget Committee dating to about 2018.
Res. No. 2339 filled a budget-committee vacancy by appointing Tera Van Dyke — a lifelong, third-generation North Plains resident and Director of Fiscal Operations for an educational agency — to serve the remainder of the term through Dec. 31, 2029. Corinne Cook had been a second applicant but was not present.
Res. No. 2340 approved an amendment to the North Plains Urban Renewal Plan (matching a URA Board action) to remove the July 2026 sunset date from the plan. City Manager Bill Reid said the amendment paralleled an earlier URA Board resolution (Res. No. 2335-URA) and was placed as a standalone council resolution for procedural compliance.
Each resolution was moved and seconded on the record (see meeting minutes); all three motions were approved unanimously on voice vote. No amendments to the resolutions were recorded in the meeting minutes.
