Owner Joseph Esseer said delays stemmed from his prior engineer's illness and extended county health review for septic approvals; town staff and the town manager, Michelle Heiser, explained that state rule changes and county health processes had contributed to the delay. Commissioners split on whether to reissue approval with prior conditions or require the applicant to return with the full coordinated permit set. A motion to defer was approved so the applicant can submit an up‑to‑date, coordinated set of architectural and engineering plans with the new engineer's signoffs for the board to review.
