Town engineer Orlando noted the applicant must coordinate with White Beach for water service and obtain Palm Beach County Health Department approval for septic work; the engineer also recommended construction of accessible cleanouts on a long pipe run for future maintenance.
General contractor Juan Munoz and architect Jose Henriques described an insulated‑panel construction system (EPS foam panels with galvanized steel framing) they said speeds construction and yields hurricane‑resistant, impact‑rated windows and a concrete roof finish. During public comment Terry Brown pressed for clarity about drainage and where stormwater would go; the applicant said the design retains required runoff on site using perimeter trenches, exfiltration trenches and a retaining wall per the stormwater calculations.
Commissioners sought clearer detail on how a proposed berm or landscaping would screen cantilevered air‑conditioning units without causing runoff onto the downgradient neighbor. The applicant said updated plans show trenching and connected exfiltration systems designed to capture the required inch of rainfall on site. The board approved the application with the stated conditions and directed staff and the town engineer to verify the drainage and screening details during permitting.
