State Affairs advances pipeline-safety primacy, liquor-license changes and theater alcohol rules

Minutes of the previous meeting were approved by voice vote. The committee then approved sending RS 32638 (clarifying civil procedure under Idaho's Defense of Life Act) and RS 32650 (an update to ore cyanidation permitting) to print.
Senator Nichols described RS 32514, which would allow cities to issue a restaurant liquor license without population limits provided at least 60% of the establishment's revenue comes from food sales; the motion to send RS 32514 to print carried by voice vote. Senator Burtenshaw presented RS 32652 requesting Congressional support to expedite permitting and propose transferring the Camas National Wildlife Refuge to be managed as part of the Mud Lake Wildlife Management Area; Senators discussed potential State costs to maintain refuge wet conditions and the motion to send RS 32652 to print carried.
On infrastructure, Vice Chairman Bernt explained H 294 restores Idaho's primacy over pipeline safety enforcement after a 2024 primacy loss and aligns state code with the Pipeline and Hazardous Materials Safety Administration's requirements; Intermountain Gas and the Idaho Public Utilities Commission testified in favor, and the committee voted H 294 to the floor with a do-pass recommendation.
Representative Clow and the sponsor of H 330 described an amendment to liquor law expanding eligibility to National Register of Historic Places–listed theaters functioning as theaters so they may sell beer and wine while allowing minors to be present; owner David Woodhead of a Twin Falls theater testified the change would aid local operations. The motion to send H 330 to the floor carried by voice vote.
Other housekeeping items advanced included RS 32628 (related to built-in filtering technology and content-creator responsibility), and S 1157 (a Secretary of State cleanup bill aligning independent presidential-ticket filings). The agenda order was adjusted to accommodate presenters. Chairman Guthrie adjourned the meeting at 9:54 a.m.
