Orwell select board appoints town health officer, approves bills and minutes

The Orwell Select Board convened a regular meeting Nov. 24, 2025, at 7:00 p.m. Chair Andrea Treadway presided.
During citizens' comments Diane Jackson asked about lighting for the Town Green Bandstand and urged that volunteers who worked on the bandstand receive compensation; Rob Barnes said LED rope lights and a timer could be used. The Highway report noted Road Foreman Allen M. Alger was on vacation and the road crew has been grading and hauling. Andrea Treadway purchased a trailer from Harbor Freight for $499 to be reimbursed for use with a radar speed sign; assembly and registration remain.
The board approved minutes of the Nov. 10 budget and select board meetings; Les Wood moved to accept the minutes and Mike Christian seconded. The sewer report indicated the board is waiting for an electrician to hook up solar panels.
Under old business, Treadway reported meeting with Jason McNolty, owner of All Points Construction and Restoration, requesting a clearer schedule for MERP work because incomplete scheduling complicates clerk's office operations and title searcher appointments. The minutes record new lights have been installed, standing seam roofing scheduled for the end of the week, front and back fiberglass out‑swing doors ordered, and a decision not to install a dehumidifier in the vault due to lack of space; an on‑demand hot water heater will be installed instead. Ski Door will install new garage doors, and Jim Crawford will set screws for solar behind the firehouse.
No concrete bids had been received for the salt shed. The board appointed Kent Anderson as Town Health Officer; Les Wood moved, Rob Barnes seconded, and the motion passed 4 Yes 0 No.
Under other business, the Addison County Sheriff's Department report for October showed 49.25 officer hours, 373 cruiser miles, and 0.25 traffic court hours. A petition from T‑Mobile Northeast, LLC was discussed; town staff advised T‑Mobile does not need a permit under Orwell's Telecommunications Bylaw. Luke Vadnais submitted a final mowing invoice with a message of appreciation for the opportunity to maintain town properties.
On payment of bills, Les Wood moved to pay General Fund Orders totaling $48,899.31, Line Item Orders totaling $18,890.00, and the town payroll; Mike Christian seconded. The minutes record the motion passed with 4 Yes, 0 No and 1 Abstain (Andrea Treadway abstained from motioning on the Select Board Orders). The regular meeting adjourned at 7:36 p.m.; Mike Christian moved, Rob Barnes seconded, and the motion passed 4 Yes 0 No.
The Select Board's next regular meeting is scheduled for Dec. 8, 2025, at 7:00 p.m. at the Orwell Town Office.
