During the public comment period at the June 23 special meeting of the Rutland City Board of School Commissioners, Theodore (Ted) Dunbar — identified in the transcript as an RCPS parent and employee — asked the board to consider modifying the district’s kindergarten enrollment policy to permit early-entry waivers for children whose birthdays fall close to the September 3 cutoff. Dunbar said his child’s birthday is three days after the cutoff and cited daycare reports of academic and social-emotional readiness.
