Nomination of Karen Cangelosi for Richford zoning administrator fails

At a special joint meeting on Feb. 2, 2026, a motion to nominate Karen Cangelosi as Richford’s zoning administrator failed after two members opposed the nomination. The meeting was called to order at 4:00 p.m. by Chair Steinhour and adjourned at 4:25 p.m.
Members and guests discussed whether the town needed to post the zoning administrator position to solicit resident interest. It was stated during the discussion that posting the job was not required and that the Planning Commission could nominate someone for the Selectboard’s consideration, but the Selectboard was not obligated to appoint the Planning Commission’s nominee.
Arthur Pond moved to nominate Karen Cangelosi as zoning administrator; Jacques Desautels seconded. The transcript records that Mark Waterhouse and Rachel Dollar opposed the nomination. The minutes state the nomination did not pass; the transcript does not list other individual yes votes or give a complete roll-call tally.
Town Clerk Kiley Deuso said she will contact VLCT for guidance on the nomination and posting process and will provide an answer to the commission at its next meeting on Feb. 9. No formal appointment was made at the Feb. 2 meeting.
