Pierre commission approves summer program, awards asphalt contract and extends farmland lease

Construction/Operations Manager Josh Bible reported the city solicited quotes to crush 9,700 tons of asphalt for use in street reconstruction. Bible recommended awarding the work to low bidder Morris Inc. at $62,565. Commissioner Johnson moved to award the 2026 Asphalt Crushing Project to Morris Inc. for $62,565 and to authorize the mayor to sign related documents; Commissioner Reitzel seconded. The motion carried unanimously.
During a public hearing opened by Mayor Harding, Nick Waters presented an estimated 30-acre farmland lease agreement with lessee Mark Rilling for property at the east end of Elizabeth Street. The proposed extension would run through May 31, 2028. Commissioner Johnson moved to approve the lease extension; Commissioner Reitzel seconded and the measure passed unanimously.
At the start of the meeting the commission approved the consent calendar on a motion by Commissioner Johnson and second by Commissioner Reitzel. The consent items recorded in the minutes included approval of the Feb. 10, 2026 meeting minutes, hiring Christopher Schwartz as a Park Department maintenance technician at $23.41 per hour, and setting a public hearing on the Joe Wolf Airport Industrial Park lease for March 3, 2026.
The meeting record also includes an itemized list of claims and vendor payments submitted for the period, which were entered into the proceedings as routine business. The commission adjourned at 5:55 p.m.
