Public works committee flags lower NPDES discharge thresholds and readies incinerator alternatives analysis

Council member McDougall, reporting from the Public Works Committee, told the council the city has received a draft National Pollutant Discharge Elimination System (NPDES) permit that reduces the allowable nitrogen discharge threshold for the wastewater/water treatment system. He said the wastewater treatment team has worked to lower nitrogen output in recent years and is now engaging with the Department of Ecology on remediation options in response to the draft permit.
McDougall also reported the committee expects an incinerator Title V permit to be issued in coming months and previewed an incinerator alternatives analysis to be presented to the full council next week. He said the alternatives analysis and consultant work have narrowed options to about five, with roughly three primary approaches that staff and the consultant will detail during that presentation.
Public Works Director Logan Lee is scheduled to present the consultant’s alternatives analysis at the next meeting; McDougall said the forthcoming discussion will include reliability, operability and cost considerations and referenced survey feedback from council and staff used to evaluate options.
Next steps: Council will receive the alternatives analysis and the consultant presentation next week and will consider the options before any formal decision or vote.
