Mosier staff report EV station progress, parking study and food-insecurity concerns

City Manager Andrea Rogers provided a multi-item update at the April 16 Mosier City Council meeting covering several municipal projects and community programs.
Rogers said staff continue work to commission the EV charging station in partnership with Conifer Energy and are resolving a power-bill reimbursement issue. She reported progress on the wastewater treatment plant upgrade (see separate agenda item), the Washington Street project, and a stormwater plan; she also said the parking study team will receive requested materials before beginning public outreach. The Community Spring Clean Up was extended for one more week.
Councilor Noah Estes briefed the council on a recent transit summit, saying ridership has increased and that transit plays a critical role in evacuations and access to jobs, schools, food banks and health care. Estes presented county-level figures showing Wasco County—s food insecurity rose from 9.6% in 2022 to 13.3%, noting that one in six residents are affected and that about 63 Mosier residents are included in those counts. Rogers said staff are pursuing funding for a planned joint use facility through the Joint Ways and Means Committee and the capital improvements track, describing it as a top priority for mid-county economic development.
The council assigned multiple staff action items: verify and distribute the 2023 water quality report, provide materials to the parking study team, continue work to close out the EV charging station project, and manage removal of cleanup bins by the following Monday. No formal votes on capital projects or funding commitments were taken at the meeting.
