Hoagland said asset and grant data are in process, the finance SharePoint site and tip sheets are live, and the event center bond team is assembled with PFM, Piper Sandler and Foster Pepper supporting financing and counsel work.
Hoagland noted a $700,000 interfund transfer tied to the skate park/restroom/parking‑lot project is skewing apparent budget utilization in the finance dashboard and that professional services timing for the EERP implementation affects quarter‑to‑date percentages.
At the end of department presentations, a council member with banking experience said his review of revenues and expenditures suggested the city remained on track to “fall short by somewhere between $2 million and $3.5 million” if corrective steps are not taken and asked whether the council planned a budget retreat. He pressed for more aggressive course correction immediately given the timing in July as the city moves toward preparing the 2027 budget.
Mayor Ryan Walters responded that the city is not projecting a $3 million year‑end shortfall and that an in‑depth finance update is scheduled for the next council meeting. He said the administration prefers public council budget deliberations in the chamber rather than a retreat, though the city has used retreats in prior years.
