Miss Murray said the church appears to be the nonprofit sponsor while a business would run the clinic and charge fees, which she argued circumvents the town’s intent that temporary outdoor events be open to the public. After discussion and an offer to facilitate renting other town facilities (Pop Whalen) the board voted to deny the permit and provide alternatives.
Board members also debated the council’s long‑standing ‘‘bulk vote’’ practice for permits. Miss Murray proposed, and the board approved 4‑1, a procedural change to list special‑event permits in their own agenda section so members can pull them for brief discussion without losing the efficiency of a bulk consent vote for uncontested items.
Staff said applicants will still be able to submit permits without attending a meeting; the new agenda practice simply creates a separate line for special events so citizens and applicants can more easily see and request to speak on them.
