State Affairs Committee advances a slate of procurement, election and government bills

Representative Britt Raybould presented two procurement- and state-government-related bills: H 889, which standardizes bid processes, requires transparent scoring, allows consideration of vendor past performance and adds debarment rules; and H 890, which clarifies disposal authority for surplus state property and restores responsibility to the State Board of Land Commissioners. Both bills received do-pass recommendations by voice vote.
Representative Raybould also described H 900, which sets procedures for large insurance claims (over $100,000), including appraisal requirements and public notice of settlements; the committee recommended H 900 do pass.
The committee also recommended do-pass for H 911, which would require very large electricity customers to bear infrastructure build-out costs so those costs are not socialized among other ratepayers; the Idaho Farm Bureau testified in favor. H 873, which corrects election-law oversights such as Soil and Water Conservation District supervisor election timelines and absentee precinct ballot timelines, was advanced after testimony from Trent Tripple of the Idaho County Clerk's Association.
Senator Toews presented RS 33791 urging voters to reject placement of the Medical Cannabis Act on the November 2026 ballot; the request to send the resolution to print passed by voice vote.
Most motions throughout the hearing passed by voice vote with no roll-call tallies recorded in the minutes.
