Mosier council ratifies WWTP UV procurement, authorizes water-operator procurement and appoints Andrea Rogers as city manager

The Mosier City Council on Jan. 22 ratified an emergency procurement for an ultraviolet disinfection system for the city wastewater treatment plant, authorized staff to advertise and seek proposals for a certified water operator, and appointed Interim City Manager Andrea Rogers to the permanent city manager position.
Public works staff said the UV system was part of an earlier upgrade design by RH2; competitive bids were solicited and Business Oregon approved reimbursable funding for the procurement. Councilor Koerner moved to adopt the findings in the emergency procurement report and to ratify the Nov. 26, 2024 emergency procurement for the UV system in the amount of $118,568; the motion passed.
Staff cited a Department of Environmental Quality deadline of Oct. 8, 2025 for the treatment system. Council also authorized the City Manager to procure a certified water operator using the procurement method presented; Mayor Anderson asked whether the neighboring City of Hood River would assist if there were a gap before a contract is in place and Rogers said she believed so and noted the city has a generator at the well.
On personnel, Mayor Anderson moved to appoint Andrea Rogers as Mosier City Manager and to enter into an employment agreement, including health benefits for a 30-hour work week; Councilor Cannon seconded and the motion passed. The council then adjourned to an executive session under ORS 192.660(2)(f) to consider records exempt from public inspection, reconvened at 8:51 p.m. with no further discussion and adjourned at 9:00 p.m.
