Committee sends campaign finance overhaul to the floor with do-pass recommendation

Phil McGrane, Idaho Secretary of State, testified that the bill separates campaign finance and lobbying rules, provides distinct definitions for common practices, addresses co-mingling of funds and revises contribution timelines. McGrane said the bill updates enforcement by adjusting how fines are calculated and fills gaps related to donation timelines; he noted that a 48-hour reporting window for candidate contributions of $1,000 or more would remain, with different thresholds for other elected officials.
Committee members asked clarifying questions about whether the bill regulated truthfulness in advertising; McGrane said it did not, noting that truthfulness of ads was addressed in other pending legislation and this measure focuses on reporting and enforcement. Senator Den Hartog questioned penalty language and McGrane said penalties are largely unchanged but fines would be proportional to severity and developed with the Attorney General's Office.
Vice Chairman Bernt moved and Senator Anthon seconded sending S 1422 to the floor with a do-pass recommendation. The motion carried by voice vote.
The bill will be scheduled for consideration on the Senate floor.
