Windham Planning Board adds 'Design Review' step to site-plan process

The Windham Planning Board on Feb. 18 approved amending Section 603.1.1 of its Site Plan Regulations to designate a preliminary application as a Design Review under RSA 676:4 (II).
The adopted language states: "A Preliminary Application shall be considered a 'Design Review' application under RSA 676:4 (II) and shall be governed by its provisions and the provisions herein." Town counsel reviewed the proposed wording, the board said.
Chairman Jacob Cross opened and closed public comment on the change with no members of the public speaking on the item. Payal Ballaya moved to adopt the amendment; Roger Hohenberger seconded, and the board voted 5-0 to approve it.
Board members said the amendment formalizes a step many applicants already expect and preserves the existing preliminary-application stage while adding the statutory Design Review procedures. The board did not adopt additional substantive limits or exceptions for particular project types at this meeting.
The amendment takes effect as part of the Site Plan Regulations; staff and the board indicated they would update application guidance to reflect the change.
