Gilford commissioners vote to draft one-year operator contract with Lakes Region Water

Commissioner Brian McCall seconded and the motion passed with Commissioners Howard Epstein and Richard Haidul recorded as opposing.
The board conducted a line-by-line review of LRW’s proposed contract during the work session held at the Gilford Public Library. LRW had submitted a version proposing a one-year term; the packet notes an earlier option for a six-month term was under consideration. Commissioners discussed other contract terms and identified several items needing further work before a final vote.
Commissioner Richard Haidul was assigned to research standard New Hampshire industry rates for inclusion in Appendix A of the contract. Commissioner Brian McCall was tasked to draft a revised contract that highlights the changes discussed at the meeting and to circulate the final edited version by email for a vote before the district’s July 1 deadline. The board also directed administrative corrections: update the SCADA/BT report distribution list to reflect the correct commissioners and consolidate the emergency contact number across water bills, the district website, and the district’s Facebook page. The board agreed to schedule an additional work session later in the month to address remaining items.
The formal motion to draft the one-year contract is recorded as passed 3–2. The commissioners present and their recorded votes were: Lou Combe (yes), Brian McCall (yes), Joe Geraci (yes), Howard Epstein (no), and Richard Haidul (no). No additional formal amendments or vote tallies were recorded in the minutes.
The next procedural step is for Brian McCall to circulate the edited contract for an email vote ahead of July 1; the minutes state that the meeting was closed by Commissioner Lou Combe at 9:15 p.m. and that minutes were later signed on July 21, 2026.
