Proposed Virginia Hospital Center facility draws neighborhood concerns about traffic, parking and environment

Charlie said the plan proposes a roughly 146‑bed facility with four south‑pointing wings, outdoor landscape courts between those wings for patients, and a mix of behavioral‑health (about 96 beds) and rehab beds (about 50). "The building is gonna be 146 beds," he said, and added that the applicant estimates parking needs at 219 spaces while the site‑plan package shows about 302 spaces—more than twice the county requirement.
Charlie highlighted proximity to local schools and the uphill walk from the existing bus stop on Carlin Springs Road to the building entrance as a safety and access concern: "That part of the lot is being retained by Arlington County... the bus stop to the building entrance is probably 50 yards, mostly uphill," he said. He summarized recurring public comments calling for reduced surface parking, attention to stormwater runoff, and pedestrian and traffic‑safety measures at the proposed new intersection on Carlin Springs Road.
He said the hospital's plan includes a looped roadway and additional surface parking; neighbors and civic associations asked whether the building footprint, impermeable surfaces, and traffic design could be changed to reduce environmental impacts. Charlie said site‑plan review committee meetings have begun and another meeting will be scheduled in the summer; the applicant hopes to reach the County Board later in the year.
Commission members thanked Charlie for the update and signaled interest in reviewing the commission's draft comments when circulated; staff said they will share meeting slides and materials with commissioners.
