Planning Board presses for stronger stormwater and soil data on proposed Boston Post Road duplexes

The Sudbury Planning Board on June 24 continued review of a stormwater management permit application for a proposed development of two two-family homes at 0 and 1011 Boston Post Road.
Applicants Stephen Balcewicz and John Olivador described a plan that would create two duplexes served by a common driveway. Town staff and the Conservation Commission raised multiple technical concerns. Director Adam Burney said “there was no stormwater capture or infiltration plan for the roofs of either proposed home,” and he also expressed reservations about long-term maintenance of pervious pavement if that approach were used.
Member Kirsten Roopenian asked about the total impervious area, safe access to the common driveway, driveway width and required sign-offs from the Department of Public Works and the Fire Department, and noted the need for state approval of any curb cut. Clerk Ahnu Shah said the site’s topography needs grading changes to better blend the development into the surrounding area. Chair Stephen Garvin warned that constructing a pervious pavement driveway without soil testing would be problematic and flagged potential impacts to stonewalls and significant trees on the site.
Applicant Balcewicz requested that the peer reviewer perform a site walk to review a boulder field with stones too large to move. Burney said any homeowners’ association documents must be submitted to the Planning Department for review by Town Counsel. The board concluded additional information is required and continued the hearing to its August 12, 2026 meeting.
