Several Saratoga Springs residents used the public-comment period to press the city for stricter enforcement of accessory-dwelling-unit (ADU) rules and parking regulations in the Mount Saratoga neighborhood.
Jason Holker, who identified himself as a two-year resident, said illegal subleasing and crowded rental arrangements have produced safety problems and enforcement gaps. Holker recounted a past drug arrest tied to an unfinished basement sublease and described repeated on-street parking that he said leaves children unable to see traffic. He specifically cited Saratoga Springs city code chapter 19 section 20 and asked the council and code enforcement to act.
Lance Matheson, another resident, supported Holker’s account and said he observed 17 cars parked near his home on one recent night, with 12 on the street and some garages converted to living space. Both asked for stricter parking enforcement — including consideration of no-overnight parking in high-density areas — and for clearer enforcement of occupancy and permitting rules for ADUs.
The mayor asked staff to follow up; council members directed code-enforcement staff to investigate the specific complaints and report back. No new code changes or enforcement actions were adopted at the meeting, but the council recorded the requests and tasked staff with follow-up.
