HRB finds Smith & Chi design consistent with historic treatment standards

Staff presented DS 26040, a design review for the Smith & Chi property on Monte Verde North 12th, describing character‑defining features of the historic cottage and proposed work to repair windows, reconstruct a chimney foundation, detach ancillary structures and keep new additions visually subordinate. Architect Thomas Coda said the project team revised plans after consultant input to preserve the historic cottage, maintain or repair original windows where feasible, and separate new garage/ADU elements so the historic resource remains distinct.
Public commenters including Cindy Lloyd and Ian Martin endorsed the approach. The board deliberated on material choices, window repair vs. replacement and the scale of the additions. A board member moved to adopt a resolution finding the project consistent with the Secretary of the Interior’s Standards; the motion carried unanimously.
The determination of consistency does not grant entitlements but clears the project for subsequent planning steps contingent on planning commission review for entitlements.
