Harbor Beach council approves bills, vendor contracts and names police chief

The Harbor Beach City Council meeting on July 7, 2026, opened at 7:00 p.m. with Mayor Kevin Guitar and Councilmembers Capling and Woodward present and two members absent with notice. The council unanimously approved an amended agenda that added two Fleis & Vandenbrink engineering proposals, a discussion of ready-to-serve fees, and an item to appoint a police chief.
Most of the meeting consisted of a series of routine motions that passed unanimously after being moved by Councilmember Capling and seconded by Councilmember Woodward. The council approved payment of the June 2026 bills in the amount of $245,664.97. Separately approved vendor payments included Rosati, Schultz, Joppich & Amtsbuechler, P.C. ($112.50); American Outdoors ($22,282.25); and Beacon Athletics ($47,692.00).
Council approved a Jencap commercial liability insurance policy for the Jet Ski Races at a cost of $4,428.13, and agreed to waive the North Park pavilion rental fee for a Harbor Beach Hospital luncheon scheduled for Sept. 22, 2026. The council also approved a MCOLES Police Academy sponsorship reimbursement agreement for Caden Bucholtz.
On infrastructure matters the council approved a Fleis & Vandenbrink proposal for the State Street watermain replacement and separately approved a Fleis & Vandenbrink proposal for grant-agreement appropriation work. The record notes the State Street watermain work had already been authorized previously by Resolution 2026-36 (May 18, 2026); the grant-related scope was not specified in the meeting record.
The council voted to remove a portion of a "ready to serve" fee for Chris Diehls and to remove a ready to serve fee for Robert Veldman on vacant lots that do not have the ability to be served by water or sewer. The meeting concluded with a unanimous vote to approve Dave Navock as Police Chief. The meeting was adjourned at 7:23 p.m.
