Sunrise Engineering briefs Manila council on water and sewer projects; design, easement and funding work continues

Jerry Slaugh of Sunrise Engineering updated the Manila Town Council on a suite of water and wastewater projects on June 18.
On the well refurbishment, Slaugh said the firm had answered questions from the Division of Drinking Water and is awaiting the Division’s response. On the RV station and sewer lagoon improvements, MJM is implementing a solution for a groundwater issue in a new lagoon cell and final completion work will follow once the solution is in place. Slaugh said the RV station’s conditional use permit was appealed, which triggers a procedural review by the Board of Adjustment; the appeal appears to be a procedural review and the county may hold an additional public meeting if it chooses.
The Ylincheta/Green Acres pipeline project remains under design review. Sunrise Engineering is coordinating with Attorney Eric Johnson on easement wording and awaiting a completed survey plat map before signatures can be finalized. The Daggett County Commissioners reviewed project revisions and supported continued design work; once county approval is confirmed, the environmental assessment process will begin. Slaugh told the council the overall project budget remains on track within the approved range, but uncertainties remain from RV station design changes and pending construction bid amounts.
On the sewer screen structure, Slaugh reported required USDA forms have been resubmitted and a separate search grant would fund preliminary reports for a funding application. Sunrise Engineering is updating designs this week to allow UDOT and the Division of Water Quality to review revised plans and assess impacts to cost and schedule.
No formal actions were taken; councilmembers asked clarifying questions and the firm will continue coordination with county and state reviewers.
