Manila council approves higher water and sewer impact fees, adopts consolidated fee schedule

The Manila Town Council voted unanimously on June 18 to adopt updates to its consolidated fee schedule that increase water and sewer impact fees for larger connection sizes. Mayor Kathi Knight opened a public hearing on the proposed fee changes and received no public comment before the council voted.
According to an independent impact fee analysis presented to the council, maximum recommended water impact fees could reach approximately $18,000 for some connection sizes, and the related sewer analysis showed maximums near $14,000 for certain services. Councilmembers agreed not to raise the standard residential 3/4-inch connection to the analysis’ maximum recommendation but voted to apply higher fees to larger connections — including 1-inch, 1½-inch, 2-inch, 3-inch and 4-inch services — consistent with the engineering recommendations and reflected in the updated consolidated fee schedule.
Councilmember Sarah Mraz moved to approve the consolidated fee schedule resolution updating water and sewer impact fees; Councilmember Deb Brown seconded. The councilmembers voting in favor were Mayor Kathi Knight, Councilmember Deb Brown, Councilmember Sarah Mraz, and Councilmember Gretchen Northcott; one member was excused.
The fee changes apply prospectively and will be published as required by the town. The council’s action is intended to support water system capacity and infrastructure needs associated with future growth, as noted in the engineering report presented at the meeting.
