Burley council approves audit, encroachment terms, dedications and other routine business (6–0 votes)
Summary
At its June 16 meeting the council unanimously accepted the FY2025 audit, approved Resolution 12-26 on right-of-way encroachment terms, accepted roadway dedications and named a new roadway South Temple Drive, and approved several routine contract and procedural items, all by recorded roll-call votes of 6–0.
The Burley City Council on June 16 approved multiple routine and substantive items by unanimous votes.
Consent calendar: The council approved minutes (05/28 and 06/02), bills payable in the amount of $1,283,118.42, payroll totaling $301,295.24 and the May 2026 monthly report by motion and roll-call vote (6–0).
Audit: Jacob Catmull of Poulsen VanLeuven & Catmull presented the FY2025 audit, including commentary on controls and the city’s net position; the council accepted the audit by roll-call vote, 6–0.
Right-of-way encroachment terms: City Engineer Dave Waldron presented clarifying language to the terms and conditions for right-of-way encroachment permits, addressing private utilities not marked, paving requirements, and curb/gutter standards. The council approved Resolution 12-26, which applies to new permits only, by roll-call vote, 6–0.
Roadway dedications and traffic control: The council accepted roadway dedication deeds from The Church of Jesus Christ of Latter-Day Saints and property owner Carol Ann Fowler and approved naming the south roadway 'South Temple Drive' and installing a stop sign where the new road meets 150 East; motions carried 6–0.
Other business: The council approved a professional-services agreement with Forsgren Associates for design of the 5th North project (anticipated construction in 2030) and authorized motions where staff recommended option selections or signatures. All recorded motions in the regular session passed unanimously.
The meeting adjourned at approximately 8:18 p.m.
