Burley council awards $147,667 street maintenance contracts including seal and chip seal work

Streets Superintendent Korky Blackner presented the proposed 2026 Street Maintenance Program on June 16, detailing three contract components and their costs. The program calls for a GSB-M seal coat on approximately 35,000 square yards at a bid price of $1.29 per square yard (total $45,291.00); a GMRS chip seal on about 37,800 square yards with an estimated 15,876 gallons of oil at $1.98 per gallon (oil cost $31,434.48; total chip-seal cost $74,976.24); and citywide pavement marking and striping for $27,400.00. The combined proposed program total is $147,667.24.

City Administrator Brett Boyer reviewed the budget implications and said the Miller project will be moved to capital projects. Council discussed product quality and awarded the fog-seal and chip-seal contracts to Specialty Applicators and the striping contract to Straight Stripe Painting, Inc. Motions to award both contracts and authorize the mayor to sign carried by roll call, 6–0.

Blackner’s presentation named the streets included in the seal-coat work (Oakley Avenue, Miller Avenue, Conant Avenue, Birch Drive, Cedar Drive, Yale Avenue, West 23rd Street and West 22nd Street) and listed chip-seal locations (portions of South Almo Avenue, McBride Place, South Hill Street, Nancy Drive, Dennis Drive, Bernice Drive and Diana Drive). The chip-seal oil quantity and unit cost were presented as estimates used to calculate the project total.

The council’s approvals permit staff to proceed to contract execution and project scheduling; the motion carried unanimously.
