The Hillsboro City Council voted unanimously to adopt Resolution 2025-13 to affiliate future police service with KPNF.
City Administrator Matt Stiles told the council the affiliation would "start January 1" and would apply only to future service, not to previous service: "It would not be for previous service." Councilman McCarty moved the resolution and Councilman Bai seconded; Councilmen Bai, McCarty, Wilkins and Jorgensen voted yes and the mayor will sign the resolution.
Supporters said the affiliation is intended to help recruitment and retention. One council member said, "I'm a pretty big proponent on giving out some quality benefits to workers," arguing the change would make police positions more attractive to new hires. Stiles said staff adapted a form resolution from the provider to meet Hillsboro's needs and answered procedural questions about eligibility and contribution rates.
The council limited eligibility in the resolution to full-time police officers; a part-time or deputy fire position with 0.5 time was identified as not eligible. The change will take effect administratively on Jan. 1 for future service; the council did not adopt any retroactive credit or changes to past service.
The resolution text and administrative details were presented during the meeting and the council recorded the motion and unanimous voice poll. The action requires the mayor's signature to finalize the affiliation.
