Hillsboro council adopts 2026 budget and authorizes exceeding revenue-neutral rate

City Administrator Matt Stiles told the council the budget is “the same budget we’ve been looking at for the last few meetings,” and said the packet includes the required budget sheets. He said the proposed mill rate is 38.577 for general and major funds; the council also plans a separate 1-mill levy for the recreation commission, bringing the total levy to 39.577. Stiles reported total proposed spending of $12,057,866 and an assessed valuation figure provided in the packet.
The council first opened the revenue-neutral-rate hearing, received no public comment and adopted resolution 2025-10 to document the hearing and the city’s plan to exceed the county-calculated rate. Councilman McCarty moved to adopt the resolution; Councilman Jorgensen seconded and the roll call vote carried.
After closing that hearing the council opened the budget hearing, heard no public testimony and approved the 2026 budget. Councilman McCarty moved to adopt the budget as submitted; Councilman Bye seconded and the motion passed on a roll-call vote.
The council thanked staff and department heads for work on the budget. Stiles reminded council members to sign the front page of the budget before leaving.
