Hills council approves voluntary annexation for five-lot Schott development

The Hills City Council on July 13 approved Resolution 2026-22 to accept a voluntary annexation proposed by the Schott family, allowing five residential lots to be brought into the city.
At a public hearing, Larry Schott described a layout with three driveways serving five lots and said the parcels would be roughly two to four acres each. Mary Schott said the family intends to build residential homes and prefers to work with the city rather than the county. Mayor Tim Kemp told the council that the city would not extend municipal services to the new homes.
The council returned from the hearing and voted to approve the annexation. Council Member Hudachek moved to adopt Resolution 2026-22 and Council Member Henderson seconded; the roll-call vote was recorded in favor by Council Members Rummelhart, Henderson, Knebel and Hudachek, with no nays. The motion carried 4–0.
Why it matters: voluntary annexation brings land into the city limits, which can affect future development review, property taxation and potential eligibility for city services. In this case, the council explicitly disclaimed extending services to the lots, leaving utility and infrastructure responsibilities to property owners or other arrangements.
Next steps: The annexation is now approved by resolution. The council separately set a public hearing for an unrelated annexation request from Anita Skriver for Aug. 24, 2026, at 7:00 PM.
