Kootenai County pilots Spillman report to answer Haydens request for clearer law-enforcement time reporting

County staff told the Kootenai County Board of Commissioners on July 21 that they are piloting a Spillman software report intended to improve time-and-location reporting for deputies assigned under contract to the Town of Hayden.

A county meeting agenda note said the item was added after a June 3 email from Hayden seeking more accountability in how contracted coverage is reported. A captain from the sheriffs office described a limited beta rollout inside Hayden and said a Spillman administrator found anomalies last week that the office is working to resolve before wider distribution.

"The report does look promising," the captain said, adding that the pilot captured when a unit was in Hayden and when it left to handle calls outside the town. He said the administration is exploring additional reports to cross-check front-end entries and that the process involves human error and will require discussion about allowable variance.

Commissioners asked whether Hayden has seen any sample outputs; the captain said the county is not yet ready to show the report to the town because staff is still vetting the anomalies. The captain said staff aims to have enough information by mid-August "to say it appears that it is a solve or it is not."

Next steps: the county will continue to broaden the pilot, run complementary validation checks, and share an initial output with Haydens city manager once staff determine the report is stable enough for external review.

Why it matters: Hayden requested clearer reporting in its contract; if the report provides reliable time-and-location data, it could change how contracted coverage is audited and billed between the county and the town.

The commissioners did not take a vote on the item; staff will return with sample reports and validation findings.
