Summerville planning commission backs five-year review of town comprehensive plan

The Town of Summerville Planning Commission voted July 20 to recommend adoption of the five-year update to the town's comprehensive plan after a presentation by the Berkeley, Charleston, Dorchester Council of Governments. The plan, about 160 pages, adds a resiliency element and updates housing, land-use and transportation data.
The Town of Summerville Planning Commission on July 20 voted to recommend adoption of the five-year review of the town's comprehensive plan, moving the document on to the town council for further consideration in the coming months.
Wyatt Stately, a representative of the Berkeley, Charleston, Dorchester Council of Governments, presented the yearlong review and said the 160-page update is "an advisory document ... that provides a vision for the community and guides decisions." He described the process of public open houses, a joint land-use workshop and data updates to inventories such as housing, land use, economic development, transportation and natural resources.
Stately highlighted several substantive changes: the plan moves an earlier resiliency goal into a new resiliency element, adds a natural-resources goal requested by the parks and recreation department, and separates the action matrix into "actions" that can be completed and longer-term "strategies" that require ongoing work. He also presented data the COG included in the update, saying home values in the Summerville area rose about 61% between January 2018 and January 2026 and rents increased about 51% over the same period.
The presentation covered economic competitiveness analyses and commuter-flow mapping. Stately said the COG estimated 22,957 people commuted into Summerville for work in 2023, 35,862 residents commuted out of the planning area for work, and 7,357 both lived and worked in the area. He also told commissioners the COG identified more than $16,000,000 in grants awarded to town projects and that the plan links priority investments to likely funding sources.
Commissioner Peter Gorman moved to approve the resolution recommending adoption of the five-year review; a fellow commissioner seconded and the chair announced the motion carried. Commissioners were told the plan will next proceed to town council, with additional council hearings expected over the coming weeks.
The commission's recommendation is advisory: final adoption rests with town council, and staff indicated council consideration was anticipated in August and September.
