Chowchilla planning commission recommends Mitigated Negative Declaration and 45.06-acre annexation for Robertson Boulevard and Road 15

The Chowchilla Planning Commission on May 27 unanimously recommended that the City Council adopt a Mitigated Negative Declaration (MND) and Mitigation Monitoring and Reporting Program and forward an annexation application for roughly 45.06 acres near Robertson Boulevard and Road 15 to the Madera Local Agency Formation Commission.
The recommendation came during a continued public hearing that Chair Cheryl Salter opened at 5:03 p.m. Community & Economic Development Director Denise Munoz outlined the environmental finding and the annexation application, which covers Assessor Parcel Numbers 026-233-007, -008, -009 and -010 and about 45.06 acres in total.
During public comment, resident Jeff Troost asked whether parcels designated for high-density residential could be developed at lower densities or whether low-density parcels could be developed at higher densities. Director Munoz responded that "development must comply with the property's General Plan designation and zoning," and said any change to the approved density range would require a General Plan amendment and rezoning subject to City review and approval.
After the public hearing was closed at 5:37 p.m., Commissioner Syp Vander Dussen moved to approve two Planning Commission resolutions: Resolution No. 26-11 recommending City Council adoption of the MND and Mitigation Monitoring and Reporting Program, and Resolution No. 26-12 recommending the City Council approve and submit the annexation application to Madera LAFCO. Commissioner Michael Wallen seconded the motion; the motion passed unanimously by voice vote.
The Planning Commission's action is a recommendation to the City Council; the council will consider the resolutions and the annexation application in a future meeting and may then submit an application to the Madera Local Agency Formation Commission for final approval. The commission announced its next regular meeting for June 17, 2026. The special meeting was adjourned at 5:40 p.m.
