The Hillsboro City Council unanimously adopted Ordinance 14-15 to amend the city code and correct language from a July 2023 fencing ordinance that had inadvertently created restrictive side- and rear-yard setback requirements for corner lots.
Stiles told the council the city's prior revision mistakenly limited where fences could be placed, which would have left narrow, poorly maintained alleys between houses. "When we made those revisions, we accidentally messed up a revision on side yards and rear yard setbacks," Stiles said, and the new ordinance restores the intended rule allowing fences on the property line while maintaining a five-foot setback for corner lots to accommodate sidewalks and pedestrian movement.
Stiles said the Planning Commission held a public hearing July 31 and unanimously recommended the correction after no public comments were received. Councilman Bai moved adoption; Councilman McCarty seconded and the ordinance passed with a unanimous vote.
The ordinance is intended to remove the unintended hardship from the 2023 amendment while preserving safe pedestrian clearances on corner lots.
