Council OKs KDOT grant agreements for turn lane and trail design, awards Lincoln/Wilson street contract with change order

The Hillsborough City Council approved two KDOT-related agreements and took construction actions to advance local street projects.
Darren Neufeld of EVH explained the KDOT CCLIP contract for a turn lane and pavement work on K‑56 (near Orchard/Sonic): the design/survey contract totaled $52,515.46 and the city’s estimated 5% share of compensation for that project was $2,625.77. Neufeld said the three-party arrangement (city, state, consultant) exists because federal money is involved and KDOT must approve design hours before construction funding and inspection are set.
Council then approved a separate KDOT TA (transportation alternatives) agreement to design a 10-foot-wide hike-and-bike trail through the corridor from the Sonic/Orchard area toward Ash; the trail will be offset from the curb to create a buffer. Neufeld said the award process currently approves hours for predesign and the city’s design share on this TA project was reported as zero in the meeting’s presentation; design details remain to be finalized during design.
On local streets, staff reported three bids for Lincoln and Wilson streets. The low bidder on the base bid (with alternates) was Votis Parga; the council voted to award the contract. Council later approved change order #1 to reduce the contract amount to $866,949.15 by eliminating unnecessary sanitary-service tap replacements (reducing the expected 34 taps to five) and shortening the Wilson Street extent; staff said the change keeps the project within preset bond funding and schedules work in phases to avoid isolating residents.
Council approved both KDOT agreements, the bid award and the change order by voice/poll votes.
