Committee approves several consent items, contracts and reappointments to send to county council
Summary
The committee approved two easement-abandonment ordinances, a non-tenant operating agreement for Palmetto ACES Flying Club, a $275,000 AllJoy drainage-study contract with Seaman Whiteside, a Seagrass Drive private-classification request, and three reappointments for advisory boards, forwarding most items to county council.
The Beaufort County Public Facilities Committee approved multiple routine items at its March 17 meeting and sent them on to county council for final action.
Ordinances to abandon a drainage easement (deed book 3044, page 2170) and to abandon an easement affecting property identified by TMS R3003500A… were approved without objection.
The committee approved a resolution authorizing the county administrator to enter a non-tenant commercial operating agreement between Beaufort County and Palmetto ACES Flying Club. Staff (S5) said the arrangement lets an aircraft owner rent a plane to a club; under county rules the airport receives a standard share (currently 3% of gross) and the agreement is nonexclusive.
The committee also approved forwarding to council a contract to Seaman Whiteside for the AllJoy drainage study. Staff said the procurement was RFQ-based with nine proposals received, three teams interviewed, and Seaman Whiteside selected. The contract value is about $250,000 with a 10% contingency for a total of $275,000.
A request to abandon maintenance responsibilities for the final portion of Seagrass Drive and reclassify that segment as private was approved; staff explained three parcels under common ownership are affected and returning the segment to private status would place maintenance responsibility on the property owner(s).
Finally, the committee approved two reappointments to advisory bodies: Lawrence Bridal to the Solid Waste and Recycling Board (term through Feb. 2029) and Clarence Daniels and James Backer to the Beaufort County Transportation Committee (terms through Feb. 2029); these items will appear on the county council consent agenda.
Each of these items was moved, seconded and advanced by the committee during the meeting; the larger-dollar contract and reappointments will be considered by county council.
