Ithaca council approves $30,000 for drains and $170,000 engineering estimate for Union Street storm sewer

The City of Ithaca City Council on June 16 approved two measures to address local stormwater and drainage needs. Council approved a $30,000 amendment to the 2025-2026 fiscal year budget for drains at large and separately authorized engineering with ROWE to include a storm sewer on Union Street between Seaver and Westwind.
Councilperson Clark Hubbard moved the $30,000 budget amendment and Councilperson James Andrew seconded; the motion carried. Manager Jamey Conn presented an engineering estimate from ROWE and recommended doing the storm sewer work alongside the Union Street reconstruction. Councilperson Clark Hubbard moved to approve hiring ROWE for the engineering scope, seconded by Councilperson Kristyn Roethlisberger; the motion carried. The engineering estimate presented to council was approximately $170,000.
Separately, council discussed an unusable DPW road grader and an offer from Nick Hirschman to refurbish, store and make the grader available to the city. DPW Superintendent Smith and Manager Conn indicated they will draft a proposed agreement with Hirschman Farms and bring it back to council for approval.
Staff will follow up with contract terms, clarified cost estimates and implementation timelines at a future meeting.
