The Greenwood Board of Public Works on July 20 approved a string of routine and infrastructure items, denied a waiver request for a repeatedly cited property, and granted a community group conditional use of library‑adjacent green space for an Aug. 29 vigil.
The board convened at 5:30 p.m. and first approved the minutes from its July 6 meeting by voice vote. The meeting then moved through a series of staff presentations and consent motions, most approved by voice vote.
Leah Kramer, representing the group South Indivisible, asked to use the green space next to the Greenwood Public Library near the intersection of Serena and South Madison avenues on Aug. 29 for a visual vigil calling for an end to ICE detention at the Miami Correctional Facility. Kramer said the group had used the site previously and expects about 30–35 attendees. City staff told the group the Fieldhouse Plaza area may be under construction and advised coordination with Lauren Hubler and that insurance would likely be required. The board approved the request on the condition the group provide the required insurance and avoid amplified sound.
On code enforcement, staff reported seven violations since Sept. 26, 2024 at 4413 Pleasant View Boulevard for persistent high grass and related abatement activity, including an unpaid abatement invoice of $535 that had been sent to the Johnson County Auditor. No representative for the property owner appeared; the board moved to deny the requested waiver and the motion passed by voice vote.
The board also approved several infrastructure and contracting items: a contract with Nasdaq Construction to repair erosion that has undermined a sanitary sewer structure along the Auburn niche; authorization for the mayor and deputy mayor to sign a sanitary sewer service agreement for Scottsdale Estate sections; authority to sign operations and maintenance manuals for three development projects once Stormwater signs off; and a change order to add Grama Creek Lane to the 2026 paving contract at an estimated additional cost of about $300,000.
Staff informed the board that the Smith Valley Road roundabout project is substantially complete and that INDOT has requested city sign-off paperwork to begin project closeout. The board also authorized termination of a recruiting-services agreement (Apex Systems/CyberCoders) and authorized staff to pursue a contract with ABC Direct for engineering recruiting services, subject to legal review and terms acceptable to the city.
The meeting concluded after a brief update on railroad coordination and related scheduling challenges and adjourned at 5:51 p.m.
