Eudora awards Pilla Park redevelopment contract to Sands Construction

Parks and Recreation Director Sally Pennington recommended awarding Sands Construction the Pilla Park CDBG Rehabilitation Construction Project after the city received four bids. The accepted bid includes the base scope plus parking lot improvements, playground equipment, a park shelter and a hammock grove.
Pennington said work is expected to begin in late July 2026 and the project is planned for completion in summer 2027. Commissioner Grant High asked for examples of the contractor's previous work in neighboring communities; Vice Mayor Alex Curnes asked that the city provide public notice when construction begins and said he was enthusiastic about the parking lot repairs.
The Commission authorized the City Manager to enter a contract with Sands Construction as the low bidder to proceed with the construction phase in accordance with CDBG requirements. The motion was moved by Commissioner Roberta Lehmann, seconded by Vice Mayor Alex Curnes and approved 5–0.
