City Manager Zack Daniel presented the proposed FY2027 budget projections and described a proposed replacement sales tax intended to fund capital improvement projects and additional Fire Department staffing.
Daniel said staff proposes keeping the city's mill levy flat and introducing a sales tax (a replacement one‑half cent levy that sunsets at yearend) that would not apply to purchases made outside Eudora. He said that if voters approve the measure in November, revenue collection could begin in January with distributions starting in April. Daniel also reviewed the newly established economic development fund and asked the commission to avoid treating it as a catch‑all for unrelated purchases.
Commissioners discussed next steps for community education and outreach around the tax proposal, with Vice Mayor Alex Curnes urging clear resident communication and Mayor Tim Bruce asking that the fund be used for defined economic development costs such as incentive fees and memoranda of understanding.
No motion or final decision was taken on the tax at the June 22 meeting; the commission will consider outreach and next steps as the budget process continues.
