Eudora commission ratifies Eudora Community Library District after state bill passage

The Eudora City Commission on April 27 approved Resolution 2026-04 to ratify the establishment of the Eudora Community Library District after the passage of HB 2539.
Assistant to the City Manager Michael Gentry said staff have been working with the library board and commission “over the last several months” to set up elections for the newly constituted district and that HB 2539 "was passed by the Kansas House, the Senate, and the Governor's Office, finalizing this change." He said Library Vice President Eric Magette and County Commissioner Gene Dorsey played key roles in moving the change through the Legislature and that he will present the joint resolution to the Eudora Township on May 5.
Commissioners asked how future elections will work. Gentry and City Manager Zack Daniel said current Library Board members will complete their existing terms and subsequent board seats will be elected by voters in the new library district.
The measure passed unanimously. The change shifts the library’s governance toward a district model subject to voter election of board members; staff will return to follow the election and implementation schedule at future meetings.
