Edgerton amends budget and awards $5.19M street reconstruction contract

The Edgerton City Council amended the project budget for the combined East 2nd/Edgewood and East 3rd Street reconstruction and awarded the construction contract to Kansas Heavy Construction, LLC.
CIP Project Manager Holly Robertson reviewed the project's design and scope changes: Renaissance Infrastructure Consulting (RIC) was retained in 2023; the East 3rd Street scope was added later; and in January 2025 the Kansas Department of Transportation (KDOT) awarded the city a $1,000,000 cost-share grant. The original combined budget in the CIP was $5,189,996. After receiving bids, staff recommended amending the total project budget to $6,916,958 to cover design, construction inspection, easements and utility relocations. The council approved the budget amendment 3–0.
At the April 8 public bid opening, the city received six bids with base bids between $5,143,360 and $6.5 million; RIC recommended Kansas Heavy Construction, LLC as the lowest, qualified bidder. Staff recommended accepting both bid alternates—using limestone base rock for time savings and HDPE pipe instead of RCP for cost and installation speed. Council approved awarding the contract in the amount of $5,191,817 (base plus alternates) 3–0.
Staff scheduled a public meeting for May 6 to introduce the contractor to residents and said project updates will be posted to a dedicated webpage. Funding for the project will come from PIF LPKC Phase 1, Street Excise Tax, interest allocation and the KDOT Cost Share grant.
