The Edgerton City Council approved a renewed Master Services Agreement with George Butler Associates, extending the term and updating fees and code references so the firm will resume primary responsibility for building permit plan review and inspections.
Development Services Director Zach Moore told the council the city originally contracted with GBA in June 2020 and used the firm as its primary permit service until the city hired an in-house building inspector in October 2023. That inspector retired in April 2025, and staff recommended that GBA resume the role while the position is vacant. Staff asked to extend the contract term from five to seven years, update fees to 2025 rates and reference the 2018 ICC suite in code citations.
Moore said the updated fees represent about a 10–20% increase compared with 2023–2025 rates. City Administrator Beth Linn said there is no statutory requirement to bid the contract because only two local companies provide building-permit services. City Attorney Todd Luckman noted the agreement includes a provision allowing the City to terminate for convenience with limited liability tied to budget-year restrictions and that the contract complies with cash-basis law for multi-year agreements.
Councilmember Ron Conus asked about cost increases and bidding; Moore and Linn answered and the council then approved the renewal. The motion to approve was carried by a 3–0 vote.
The council’s action authorizes staff to finalize the updated MSA and implement the fee schedule; any future staffing decisions about restoring an in-house inspector would affect the city’s use of contract services.
